Which way should I vote

In Colorado the voters will be voting yes or no on two propositions; C & D. Now the idea is if the voters say yes, the state gets to keep monies above the cap of TABOR. (Now if you want to know more about TABOR, look it up on the search)
Here I am, a state employee that will be adversely effected if C & D do not pass. So for that I lean towards voting yes. But as a fiscal conservative I teeter towards no. More no than yes. Now people ask me why in the world would you put your career and job on the line. Well, let me explain.
I went to a job interview a number of years ago with the city. As we were engaged in discussion I ask the question regarding the number of worker comp claims and reportable accidents. I was given a figure of 500 for the last year. Amazing and I asked how many employees that involved. My mind is considering that at 10 percent of the work force is getting injured then the employee base would be thousands. But the base was 1700. Whoa. I think the first plan of action is to reduce the WC by 75% and find out what is the culprit and nip it in the bud...
I was told that it was not an issue since the city was self insured and the money came out of a different pot. I asked if that pot was tax funds. Well of course. I removed my interview hat and put on my tax payer hat and raised cane that as a property owner and a person that spent a lot of money on city taxes I would expect that every effort to reduce the costs of accidents would be paramount. Needless to say, I did not get the job.
But, that is systemic in the government. See as a tax payer I see people like Ward Churchill getting paid a unreasonable amount to go around and defaming the US, I get pissed. When a school district is hurting for money and buildings are needed and 40% of the monies going to the district are administrative which does not include the teacher salary but includes a pay check of over 300,000 dollars for the superintendent, I get really ticked.
There are other examples that show how the government is not looking out for my best interest. So why do I want to give the state government more money.
I am for education, believe me, but how does a state that has a lotto system find it easier to spend money on the placement of a boulder on a walkpath than education.
The state of New Mexico is putting a lot of money into education. Their lotto profits go to pay for many educational programs. The governer is high on education. But here in Colorado we have the potential to have our schools reduced to nothing. My job is on the line. Tuition is going up and the program I am in charge of is seeing a reduction in enrollments because of the price tag.
I think government needs to study big business and I don't mean Enron but profitable companies to see how Six Sigma, TQM, ISO, Project Management, Strategic Planning and Thinking plays a role in positive productivity. Schools need to communicate with the faculty and staff to see what can be done to make schools more profitable. But right now my ideas are falling on deaf ears.
